a bum looking for handouts. he has a supposedly humourous sign in his left arm. it says something like "they told me this was an outdoorsey job!" We have alot of homeless people here. Some are clearly mentally ill. Some are just getting drug money. I don't think this phenomenon is well understood by anyone
